quik question

would changing the angle of the 4 wire radials on a 20m vertical high in the air make the low swr move up ???/

It depends what angle they are to start with.

With horizontal radials, the feedpoint impedance is quite low - you could see a VSWR as high as 2:1 or more. Angling the radials downwards increases the feedpoint impedance, making it closer to 50 Ohms. Once you go beyond the optimum point, any further change would increase the feedpoint impedance above 50 Ohms and increase the VSWR again.

Yes - 45 degree radials usually get the impedance pretty close to 50 Ohms.
